2016 Bill Changes

The Ontario Government has made changes that will affect customer bills starting January 1, 2016.

ONTARIO CLEAN ENERGY BENEFIT (OCEB)

The five-year Ontario Clean Energy Benefit reduces customers’ electricity bills by 10 per cent for the first 3,000 kilowatt hours (kWh) per month on applicable electricity charges and taxes. The benefit aimed to help offset the additional costs of transitioning to cleaner energy sources and new infrastructure.  The benefit will conclude at the end of December 2015 as planned.

Please note: Bills received in January 2016 which include consumption to December 31, 2015 will show a partial OCEB 10 per cent credit.

The Ontario Electricity Support Program (OESP) will replace the Ontario Clean Energy Benefit, for eligible low-income households.  The OESP will be funded by all Ontario electricity customers. The  charge has been set for all customers at $0.0011 per kilowatt hour for electricity used as of January 1, 2015.  The range expected for most small businesses is $2 – $4 per month.

DEBT RETIREMENT CHARGE (DRC)

Residential electricity customers will no longer pay the Debt Retirement Charge (DRC) on electricity consumed from January 1, 2016 onwards. It is estimated this will save the typical customer approximately $70 annually.

Please note: As the DRC exemption applies to electricity consumed on or after January 1, 2016, bills received in January 2016 which include consumption up to December 31, 2015, will show a partial DRC amount.

The DRC will apply to all other electricity customers until the anticipated retirement date of April 1, 2018.

Customers who provide electricity to one or more eligible residential units may also be eligible for a DRC exemption of up to 1,500 kilowatt hours (kWh) per month multiplied by the number of eligible residential units. Consumption over this amount will still be subject to the DRC. A Debt Retirement Charge Self-Declaration form must be completed and submitted to Brantford Power.
